The Government of the Republic of Azerbaijan is providing three (3) scholarship slots for Pakistani and AJ&K citizens for undergraduate, master's, and doctoral level programs under the Heydar Aliyev - International Educational Grant Program for the academic year 2025/26. Three candidates will be selected, one for each level: undergraduate, master's, and doctoral.
Application Deadline:
15 May 2025 (4:00 PM Pakistan Standard Time) on the HEC scholarship portal.
Eligibility Criteria
The scholarship applicants should meet the following eligibility criteria:
Age Limit:
- Under-graduates: must be below 35 years of age as on September 15, 2025.
- Graduates: Must be below 40 years of age as on September 15, 2025.
- Doctoral Programs: Must be below 45 years of age as on September 15, 2025.
- Academic Qualifications : The applicants should have the relevant academic qualifications for their intended field of study.
- Documentation: All certificates, transcripts, and degrees must be attested by the appropriate authorities, such as IBCC and HEC. O & A levels must be verified by IBCC.
- Test score: Upload score during application submission on HEC portal. USAT/HAT test score: A valid USAT/HAT test score obtained after 15 May 2024 is mandatory.
- Nomination Criteria: Final selection shall be made on the basis of the USAT/HAT test score criteria laid down by HEC and may change as per the discretion of HEC.
Note:
- All potential applicants considering professional degrees of Medicine, Engineering, Nursing, Architecture, and Law must ensure registration with the relevant council within Pakistan, such as PMDC, PEC, PNC, etc.
- All medical/dental applicants are advised to follow the current PMDC instructions regarding foreign admissions.
Language Proficiency Requirements
- English:
- Undergraduate programs require a minimum of IELTS 5.0 score (TOEFL 40).
- Postgraduate programs require a minimum of IELTS 5.5 score (TOEFL 50).
- For all types of study programs, previous education should have been conducted in the English language.
- Russian: Proof of proficiency or prior education in Russian for programs taught in Russian.
- Turkish: Proof of proficiency or prior education in Turkish for programs taught in Turkish.
- Azerbaijani: Proof of proficiency in English, Russian, or Turkish, or prior education in these languages.
Application Process
In the first stage:
Step 1: HEC Scholarship Portal must be applied to, https://scholarship.hec.gov.pk.
- Deadline Date: May 15, 2025.
- Nomination results: Tentatively, the dates for the announcement of the nominations will be May 27-30, 2025.
In the second stage:
Step 2: Candidates nominated by HEC will apply through the Azerbaijan Portal, https://portal.edu.az, to select their program and preferred university.
Fields of Study: These programs are offered in four languages. Choose your preferred subject and language.

- Three scholarship places will be opened by the Government of Azerbaijan for Pakistani/AJ&K nationals.
